What is the Demerit Points System?

A driver monitoring system where motorists receive a set number of points and lose points whenever they commit traffic offences.

Why is Sri Lanka introducing it?

The Government says the objective is to reduce traffic violations, improve road discipline, and lower accident and fatality rates.

How does it work?

Drivers start with a fixed number of points. Different traffic offences result in different point deductions depending on their severity.

Will all drivers lose points?

Only drivers who commit traffic offences will lose points.

What happens if a driver's points reach zero?

Authorities will have the power to temporarily suspend the driver's licence.

Is this replacing traffic fines?

No. Drivers will still have to pay traffic fines. The demerit points system is an additional accountability mechanism.

How many traffic offences are included?

Officials say the system currently covers 33 traffic offences.

How will drivers know their points balance?

They will receive the information through their payment receipt and via SMS after paying a traffic fine.

Will the system be digital?

Yes. The programme will operate through a centralized digital platform designed to automatically record offences, payments, and point deductions.

Is the system targeting ordinary drivers?

Officials say the primary focus is on habitual offenders and motorists who repeatedly engage in reckless driving despite receiving fines and warnings.

Why is the pilot phase important?

The six-month trial period is intended to allow the public, enforcement agencies, and the technology platform to adjust before the system is fully implemented.
